I found an image of what appeared to be the state flag on Facebook. However, I couldn't find an image of the emblem or flag anywhere else, so it may be marked as unconfirmed just in case. The emblem appears to depict a bow and arrow; two tusks; and a hilly environment.

The above photo shows a flag in Bieh State, which is
divided into three vertical stripes of white, black and white. The white
stripe at the hoist is thinner (if included as part of the flag) than the other
two stripes which are the same size. Various emblems of the State deface the
latter two stripes and the name of the State is emblazoned across the top.

I think this flag is a sporting flag, based on the design. I don't think it
was the state flag; just a state sports one.
