It is a navy blue horizontal flag featuring the four laurel wreaths in each corner in yellow color, bearing on top the inscription "Hải qu�n Việt Nam" (Viet Nam Navy) and below the motto Tổ quốc - Đại dương ("The Fatherland - The Ocean").
