According to the city's Wikipedia entry, "Mansfield is an affluent suburban city located mostly in Tarrant County, with small parts in Ellis and Johnson counties. It is a suburb of the Dallas-Fort Worth Metroplex area."  en.wikipedia.org/wiki/Mansfield,_Texas

A photograph on the Mansfield Police Department's website shows the city flag flying outside the police headquarters building, along with the American and Texas flags.
