The flag adopted in 1972 was designed by former Howe Council Member Carrie Waller for the 1972 Howe Centennial celebration. The flag has three horizontal stripes. The top red stripe is for the Red River, the center white strip is for cotton fields, and the bottom blue stripe is for the Gulf of Mexico. Joining the red and blue stripes at the center of the flag is a black vertical stripe representing the railroad, which, at Howe, is at its highest elevation between the river and the gulf, and a gold diamond representing the city of Howe.
