The specifications for this flag is 1:2 overall ratio, with the canton taking 
exactly one quadrant; the cross-arm's thickness is 10% of the flags height (i.e., 
1/5th of the canton), the width of the stripe is 1/14th of it and the diameter 
of the disc is is 1/4th.
