It is a typical Portuguese communal flag, with the coat of arms centred on a plain white field (village rank).

The arms are Vert with base wavy of Argent and Azure, in centre two embattled towers Argent, masoned Sable with port and windows Sable. In chief central a bag Argent. Mural crown argent with three visible towers (village rank) and white scroll reading in black upper case letters "TORRES DO MONDEGO".
Meaning:
I have no idea about the bag but towers and base are canting element, the tower representing themselves and the base representing Río Mondego.

Torres do Mondego is one of the 31 communes of Coimbra Municipality (q.v.); it had 2402 inhabitants in 2011 and covers 16,66 km².
